To meet this demand, the body that administrates the universal top-level domain name extensions, ICANN, launched the dot MOBI domain name extension in 2005. The first registrations were enabled in September 2006, and the concept behind this domain extension is that all websites that use it must comply with certain restrictions. In other words, all .MOBI websites are required to be created to be opened faultlessly by mobile devices in accordance with the so-called “MWI Best Practices for mobile content” created by the W3C Mobile Web Initiative (MWI) in partnership with the .MOBI Registry. These have to do with how a website is being navigated, the way it is being displayed (form and size), etc.

The rules have induced some worries in view of the fact that the universal extension is the only one that specifies what devices should be able to open a website and the way in which this must happen, breaking the so-called principles of device independence, according to which a web page should be built in such a way as to be accessed by most browser applications and devices, be they mobile or stationary.
